14. It IS bad
And in my opinion the primary reason is that business knows how horrible Bush is for the country. If Dems take some control the investment floodgates will open. The money is there, but its on the sidelines until the thieves are kicked out.

16. How does the procedure work?
Will he introduce it, and then it's voted on?
Or will it be "tabled" and not voted on?
Will he really be able to get every senator on the record, up or down, for a censure resolution like this?

17. My knowledge of Parliamentary rules is not deep enough

18. In the Senate, a censure resolution could be introduced and would be
referred to the Senate Judiciary Committee

That's all I can find so far.


More on censure proceedings here, most of it applies to the House though.
