We've seen the numbers
The people President Bush is responsible to, us, are nearly 70% convinced that he's doing a lousy job. If those I were responsible to were so convinced, I'd be dragged into the manager's office, given a verbal or written reprimand, put on probation or possibly fired. This guy simply smirks (or smirks simply) and says he's not bothered by the numbers. I don't know how impeachment proceeds, but if that's what it takes to make Bush accountable to who he serves, then it sure seems like it's time for the first step.
