1. and who gets credit for the whole port deal?

pres didnt know about it til it was done, his administration didnt know about it til the deal was done, no one takes credit for it...seems like no one did it...and yet it is done....someone is very clever and powerful to get this by..something this big...and still we dont know who did it...what is going on here? Is no one in control?
