I suspect that 100% of Congress would vote for impeachment and then he would be arrested and charged with murder. Seriously, I understand what you're saying but the Republicans, even if they didn't give a damn about right and wrong and were acting solely to protect their party, would have to impeach. And I highly doubt that Bush would issue a pardon.
