The White House will conduct courtesy calls to members of Congress when Bush devises his final Iraq plan, the official said.

Those calls will go out "within a couple of days" before Bush addresses the nation.

Bush has not yet briefed Iraqi Prime Minister Nuri al-Maliki on his plan, but is expected to do so before addressing the nation.

However, administration officials have stressed they remain in "constant" contact with Iraqi officials.

5. He's never stopped running

This administration has never stopped campaigning. In six years, I haven't seen any real governing. They don't have policy issues, only marketing issues. It's all about photo-ops and "framing the debate". If the American people don't see a clear objective to our being in Iraq, why, it's a matter of framing it differently. We've been there longer than we were ever in World War II, and with every State of the Union address and press conference they're still trying to explain it to us. And then there are those three-syllable catch-phrases they keep repeating to us, such as, "Cut and run","Stay the course", and "Tax and spend". Any idiot can grasp them if they hear them often enough. Of course, "Stay the course" doesn't seem to be working anymore, so they've replaced it with, "Complete the mission". And then there's "The Surge". The surge, of course, is an escalation, just as "sectarian violence" is a civil war. The BFEE has outdone George Orwell.
