Can we the people sue states to stop selling off highways?

Can we the people sue states to stop selling off highways?
Is there any legal ground to stand on for a lawsuit to stop selling off interstates to corporate A-holes that want to put up toll roads? I'm sick of hearing about state and federal governments selling off infrastructure and we don't even get to vote on it. Can this be stopped in the courts somehow?

2. what is interesting is that these highways
are still a national defense highway system. so we are selling off our one of our national defense systems to the highest bidder....where`s homeland security when you need them?
