complex.. anyone can transmit at legal levels short distances.. i cant get ARR here in Winston-Salem but i could stream it off the computer AAR and transmit in a blank space on the dial so people in high density areas could get it.. of course it would have to be cleared with AAR
there is a Pirate Radio group... on at Yahoo Groups.. the transmitters are very simple and you can git kits on the internet
