Need some terrorism fact-checking please

I'm responding to a Letter to the Editor that complained that Democrats/Clinton did nothing about terrorism in the 90s, so we can expect another 9/11 style attack because the Dems control Congress again.

This is what I want to confirm:
1) The mastermind behind the first WTC attack in 1993 was caught, convicted and is rotting in jail.

2) The persons behind the US embassy attacks in Africa were also caught. (convicted? jailed?)

3) The USS Cole incident was being investigated, but Barbara Bodeen (sp?) - a George H.W. Bush appointee - put the kibosh on the investigation.

4) After the "Black Hawk Down" incident in Somalia, it was Republicans in Congress who urged immediate withdrawal from Somalia.

5) Bill Clinton proposed very aggressive anti-terrorism legislation, but was often hindered by a Republican Congress that considered terrorism a "phony threat."

Let me know if I'm wrong on anything above.

Get ready for another 9/11-like attack. The Democrats have weaseled themselves back into power, and if history repeats itself, the wimpiness begins! The wheels were set in motion for the biggest attack in our country’s history prior to President Bush being elected President. The pilots that flew the planes were admitted to this country way before January of 2001, under lax immigration laws enacted by Clinton/Gore, the pilots were trained under their watch, and we all know prior attacks (USS Cole, World Trade Center 1) were done under their watch with zero response from us. This is very depressing. Get ready for more of the same! Oh, and say goodbye to any tax cuts you “wealthy” people may have benefited from!
