Why shouldn't the guys who raped/murdered Abeer Qassim Hamza ALSO be charged with

the murders of Kristian Menchaca, Thomas Lowell, and David J. Babineau?

It's fair to say that they caused the conditions appropriate for their murders.

Here's a little back story if you don't know.

Steven D. Green and company raped and murdered Abeer Qassim Hamza, a 14 year old girl, along with the rest of her family. After this, several insurgents retaliated by murdering these 3 soldiers.

Now I know the troops charged with killing Abeer didn't kill these 3 men, but if they hadn't murdered Abeer, there is a chance that Menchaca, Lowell, and Banineau would still be with us today.
