I think that there is a good possibility powerful men who used to be more powerful, are pissed off and looking for someone to hold accountable, as well as make example of.

Edit: Rumsfeld was someone's victim of this vengeance IMHO, but the powers that hide will want someone from the other side, and since they never admit to mistakes, it has to be those "others."
