Anyone know if European Heroin use is signifigantly up since the Afghanistan war began ?

I'm under the impression that the Afghan heroin trade primarily goes to European consumers while Americans get theirs from the Dominican and Colombian sources. Atleast in the Northeast.

So does anyone know? I know H is a demand problem but I'm still curious if the inevitably dropping prices have had an effect.
