Just heard this on NPR. Talk about Orwellian speak. Sounds more like turning the clock back to the Middle-Ages with fortified towns.

8. Land mines would work better.
And guard towers every 300 meters, with machine guns set with interlocking fields of fire. And how about hover drones, with lasers. They're cool.
