THE PRESIDENT: Absolutely, we're winning. Al Qaeda is on the run. As a matter of fact, the mastermind, or the people who they think is the mastermind of the September the 11th attacks is in our custody. We've now got a procedure for this person to go on trial, to be held for his account. Most of al Qaeda that planned the attacks on September the 11th have been brought to justice.

anyway, the beauty of a compartmentalized terror cell is that there are actually very few people "in on it".
Probably 2 or 4 of the top guys (just how many number 2s have we killed or captured now anyway???), and the terror cell or cells themselves (19 out of 20 are dead if you believe official positions). so, yeah, by definition, "most" have been "brought to justice" (or at least captured and tortured... though not yet tried by anything other than a star chamber kangaroo court).

'Is' comes from 'to be', the most irregular verb in English, but it's also one of the most used and so conjugating it correctly should be second nature to a native English speaker. There's simply no excuse for an Ivy League graduate to misuse it the way Dimson does -- other than that he's a TOTAL MORON. Which also explains every other fucked up thing he says and does.
