1. Political appointees vs career professionals . . .
Rightly or wrongly, it's the way Washington works. Under good administrations, your political appointees are both well connected (so they can work with their political peers) and technically capable (so they can tell you the difference between shit and shinola). Under Schimpanski? Well . . .
