The London Times reports that the Baker Commission will recommend a loose federal Iraq with 3 semi-autonomous regions.

This is a very bad idea for so many reasons it would take me forever to list them all. But here are a few:

1. no such loose federal arrangement would survive very long (remember the post-Soviet Commonwealth of Independent States?), so the plan leads to the dismemberment and partition of Iraq. This outcome is unacceptable to Turkey and Saudi Arabia and therefore will likely lead to regional wars.

2. The Sunni Arabs, the Da`wa Party and the Sadr Movement are all against such a partition, and together they account for at least 123 members of the 275-member parliament. Some of the Shiite independents in the United Iraqi Alliance are also against it. I would say that a slight majority in parliament would fight this plan tooth and nail. The US cannot impose it by fiat.

3. The Sunni Arabs control Iraq's downstream water but have no petroleum resources. If the loose federal plan ends in partition, the situation is set up for a series of wars of the Sunni Arabs versus the Shiites, as well as of the Sunni Arabs and some Turkmen versus the Kurds. Turkey, Iran and Saudi Arabia will certainly be pulled into these wars.

4. It Would NOT Be A Disaster
Iraq is a country made up after WWI. Kind of like Yugoslavia. Several different countries were sort of thrown together. But the people really weren't homogenous enough to really be united, so they were held together by a brutal, authoritarian government. After the Soviet Union collapsed, the Serbs, Albanians and Kosovars were left to their own devices and broke apart again, just like they were before WWI. And everything was great.

Oh, wait a minute. It wasn't great - it was horrible.

13. The reason this will not happen is Baghdad,
since Baghdad is the central hub everything flows into it. water, power, oil. All 3 "groups", the Kurds, Shia Arabs, and Sunni Arabs wish to control Baghdad. The Kurds are the only ones who may give up Baghdad if it meant their own nation-state. Of course Turkey and Iran would invade and kill as many Kurds as possible to stop that from happening.

20. Wise words. It's time for the Iraqis to figure out where their country
is going: together or in a "loose federation" or split apart.

Without a brutal strongman to hold the place in check, it's inevitable. And since the US can't be the "strongman" (even as they are being brutal), the Iraqis themselves are going to have to duke this one out and come to a resolution. It's going to be bad no matter WHEN it happens - it will be a terrible time but I predict it is inevitable.

Best get it started sooner than later, and bring home our US troops, and let them at it.

Funny how we're using phosphorus now to try to hold it together. The nation of Iraq was a false construct forced on the people by imperialism anyway. It probably should be three (or more) separate nations. The Sunni's won't like it, and Turkey will have a shit fit over it. However, it's probably the right thing to do.

25. Where are the most oil deposits?
I understand they are along the border with Kuwait (one of the reasons for Saddam's invasion of Kuwait). I believe the Shiite's would control the vast majority, if not all the oil under this type of plan.

Makes sense knowing the Bush's relationship with the Saudis (also Shiites).

Always look for the underlying motivations (i.e. the money).
