Reading the transcript, it appears as if Wallace is laughing at Clinton
I would hope that he's not being disrespectful to President Clinton:

CLINTON: Did you ever ask that? You set this meeting up because you were going to get a lot of criticism from your viewers because Rupert Murdoch is going to get a lot of criticism from your viewers for supporting my work on Climate Change. And you came here under false pretenses and said that you’d spend half the time talking about…

WALLACE:

CLINTON: You said you’d spend half the time talking about what we did out there to raise $7 billion dollars plus over three days from 215 different commitments. And you don’t care.

snip-

CLINTON: What did I do? I worked hard to try and kill him. I authorized a finding for the CIA to kill him. We contracted with people to kill him. I got closer to killing him than anybody has gotten since. And if I were still president we’d have more than 20,000 troops there trying to kill him. Now I never criticized President Bush and I don’t think this is useful. But you know we do have a government that think Afghanistan is 1/7 as important as Iraq. And you ask me about terror and Al Qaeda with that sort of dismissive theme when all you have to do is read Richard Clarke’s book to look at what we did in a comprehensive systematic way to try to protect the country against terror. And you’ve got that little smirk on your face. It looks like you’re so clever…

WALLACE:

1. It's a nervous giggle, I think
Wallace made the tactical blunder of lying right to the man's face. He's used to lying to sympathetic interviewees, or spineless interviewees who won't have the gumption to cut him off and object to the lies. It's obvious he was trying to cover up sheer mortification at having someone stand up to him for the first time in his miserable life.

At least that's the behavior I've seen with garden variety blowhards.

In any case, it always makes me flash on a scrap of verse, "The hearty laugh bespake an empty head." I just wish I knew what it was from.

2. He wasn't used to a man that can
speak on any subject with a minutes notice. Clinton is ready for anything any time any place.

3. he's not used to somebody who can cut through spin
snd show what a load of crap it really is, it's like Clinton was able to turn off the
illusion machine, like Dorothy in the Emerald City, w/o the spectacles, the Emerald
City was just a plain, ugly place.

5. I think Clinton went on to talk about his Global Initiative on
global warming. I think they blindsided him with the talk of Osama bin Laden. It looks like he was up to the task though.

6. Wallace does that all the time.
Then when the interview is over they talk unkindly about the guests.

8. Chris Wallace is an a**hole.
Mike Wallace should be ashamed to be his father. Clinton has absolutely nothing to lose, so Wallace can't intimidate him. Whether or not people like Clinton doesn't seem to hurt Hillary. People who like Clinton will feel as I do about Wallace. And as for the people who hate Clinton, they would hate him even if Jesus Christ endorsed him!

7. Faux Commentator Disrespecting Clinton?
A Faux News interviewer disrespecting Clinton? I'm shocked! Shocked! I mean, Faux News' success was built on disrespecting Clinton! Why should they stop just because Big Dog is in the studio with them?
