Poll question: After Katrina Which Is More Likely: Clinton Or Bush Dithered On Terrorism

Who is it easier to believe dithered when it came to addressing terrorism?

Clinton, who turned FEMA around after Bush Sr. used it for dumping cronies, and had FEMA working very well during the aftermath of the historic Midwest floods.

Bush, who turned FEMA back into a dumping ground for cronies, and who left thousands of Americans to die in NOLA after Katrina.

If you say Bush, please explain how his and FEMA's performance indicates
any degree of competence.
