Which is why his speeches are littered with "I unnerstan'" and "We know that" phrases. He doesn't really "know" or "understand" things, he just repeats the words. A friend had a parrot she trained to respond to the inevitable question "Can you talk?" with "Can you fly?" The parrot had no more idea what it was saying than the man in the moon, and probably didn't comprehend the hilarity that ensued when it said its little line. But it appreciated the treat it received. If you had tried to engage the parrot in a discussion of aerodynamics and airplane flight in response to its question, you would have received a blank stare.

Similarly, if you tried to engage Chimpy in the finer points of the things he "knows" or "understands," you'd get the same blank stare.
