The current difficulty in the ME seems to be somewhat simple to solve.
Israel wants no more rocket attacks. Hezballah wants it's people returned.
Informations seem to indicate about 10,000 rockets. Informations seem to indicate about 10,000 prisoners.
My proposal is this:
For each prisoner released by Israel, Hezballah destroys a rocket.
Does this sound reasonable as regards specifically the current conflict?

...but at least your solution doesn't require bombing civilians, ambulances, and UN outposts just because the enemy is rumored to be hiding among them.

At least a prisoner exchange would be a vast improvement. And no more rockets landing in Israel would would also be a vast improvement.
It may also change the tenure of the current diplomatic circumstance.

It would only effect the here and NOW. And perhaps from that point the other small matters could be dealt with.
