that's a total misrepresentation of the clipper-chip(which I opposed at the time). The clipper-chip is basically a back-door for law enforcement to run a tap. It still would have required a warrant.

is that you and the sender can decode the message but a third party can't except there's a back-door way for law enforcement to read the encrypted messages assuming they have a warrant.
The basic idea is that if you want to send email for your personal privacy or for business privacy, this encryption would allegedly be good enough, but if you were a crook, the cops would still be able to eavesdrop on you.
