how does one post links to house bills???

how does one post links to house bills???
Everytime I try to post a link to a bill, the html screws up because the thomas.loc.gov site puts a : after the link.

For example:
http://thomas.loc.gov/cgi-bin/query/z?c109:H.R.5970:
