Doesn't Bush Meet The Definition of a Terrorist?

What is terrorism? Isn't it using fear to attain a political objective? In my opinion you don't need to murder people to meet this definition. Before the 2004 election we had several terror alerts and after Bush "won" re-election these terror alerts stopped. These terror alerts had the effect of putting fear in the American People and Bush achieved his political objective of winning the 2004 election. So I suppose if you use evidence, Bush is a terrorist.
