Performance-Report Setup To Save Time, Cash

A new Air Force-wide system for generating and routing performance reports electronically is only in place at two major commands so far, but many other bases can implement the system themselves even if their major commands have yet to do so.

The Evaluation Management System has been approved by the Air Force Personnel Center and is in place at Pacific Air Forces — where it was designed — and Air Education and Training Command. But any base with a Microsoft Office Sharepoint Server can begin using the system by installing a plug-in that runs on the server.

With EMS, each performance report has a designated location, similar to a Web page, on the Sharepoint server. Raters who need to contribute to an airman’s officer or enlisted performance report receive an automatically generated e-mail directing their computer to the designated location, where they fill out an electronic form. Commanders and administrative staff can view the status of a report and see a list of who still needs to contribute to it.

Capt. Reid Novotny, who leads the Pacific Air Forces team that developed the system, said EMS saves an estimated 90,000 hours of labor per year just at Hickam Air Force Base, Hawaii. It cuts down on time spent by everyone who must rate subordinates, he said.

The system eliminates confusion by allowing all raters and administrative staff to work off a single master document saved in an accessible server location.
