FORT MONROE, Va. — An armor officer who has spent the last seven years in U.S. Central Command took over leadership of Training and Doctrine Command in a blustery outdoor ceremony here Monday hosted by Army Chief of Staff George W. Casey and attended by Secretary of Defense Robert Gates.

Gen. Martin E. Dempsey, most recently the acting commander of U.S. Central Command, replaced Gen. William “Scott” Wallace as TRADOC commander.

Wallace, who is scheduled to retire at the end of December, took over command of TRADOC in October 2005 and has overseen the introduction of “warrior-focused” training throughout the force, as well as a sweeping transformation of combat doctrine, including the recent publication of a new operations manual, Field Manual 3-0.

Casey, in remarks to several hundred current and former soldiers at Continental Park, likened the recent rewrite of FM 3.0 to the introduction of a new operations manual in the early 1970s by TRADOC’s first commander, Gen. William E. Depuy.

“That doctrine took the Army out of the rice paddies of Vietnam and put it in central Europe, facing the forces of the Warsaw Pact,” Casey said. “This doctrine (FM 3.0) is driving Army transformation because it provides an overarching concept of operations in an era of persistent conflict in which Army forces will simultaneously apply offensive, defense and stability operations to gain and sustain the initiative and achieve decisive results.”
