DoD contractor, manager charged with bribery

A Defense Department contractor and one of its former managers have been charged with conspiring to bribe a military contracting officer in Iraq, according to the Justice Department.

The indictment against Elie Samir Chidiac and Raman International Inc., of Cypress, Texas, was returned by a federal grand jury in Oklahoma City. Chidiac was arrested Jan. 25, and he appeared in the U.S. District Court for the Western District of Oklahoma on Monday.

Raman International, which does business as Raman Corporation, is charged with one count of conspiracy to commit bribery, and Chidiac is charged with two counts of conspiracy to commit bribery.

Both are charged with participating in a plot to steer defense contracts to themselves. Chidiac also is charged with scheming with a co-conspirator military officer to alter contracting documents to allow Chidiac to fraudulently obtain payment for work he did not perform. Chidiac is then accused of splitting the money with the officer.

According to the indictment, Chidiac and Raman gave money and other items, including a Harley-Davidson motorcycle, to the unidentified military contracting officer in exchange for contracts worth hundred of thousands of dollars at Camp Victory in Iraq.
