If you're wanting to know if erasing the history completely erases any traces of what websites one has visited, then yes, then no. Short of the physical destruction of your hard disc, there is always a way to find that information.
If you're wanting to find out what websites someone else using your computer has been visiting who has erased the history, there's no easy method of doing so. However, people tend to be careless and not erase all their tracks. Browse the Temporary Internet Files folder or the folder with cookies in it, and you can get clues. Cookies will give away names of websites visited if those sites set a cookie, which many do. The temporary internet files folder will have cached images you can see to determine the kind of content that was there.
Assuming the latter scenario is the case, if you need help doing all that, let us know. These folders are "hidden" on default installations, but they are easy to find.
