Laptop battery test??

Laptop battery test??
Is there a way to test laptop batteries?

My friend's doesn't appear to take a charge but it my be the DC unit inside the computer.
I'd like to rule out the battery because there is a blinking amber light on the front of the unit which tells me juice is getting there.

It is a Toshiba M35X-S149 and they do have issues:

1. the easiest way
is to unplug it and monitor the charge.

...should the laptop still run when plugged in?

It is my friend's and it doesn't run with or without it in while plugged in.

3. I am not sure if it will or not.
I mean to unplug it fro the wall and watch the battery monitor.
