The Carroll County Election Board... a special meeting was scheduled for Thursday to discuss a problem that was also an issue in the May primary election. It was discovered that ballots are incorrect as printed.

The State Board of Elections finalized details Wednesday on the method used to identify the Court of Appeals race winner being decided through instant runoff voting.

The board decided workers in 24 counties with electronic machines will have to read the register tape generated by each electronic vote should second and third choices be counted. 1. Bo Lipari's Testimony Is Pretty Disturbing
First he said that MORE jurisdictions in the state (such as New York City) should have participated in the 2009 pilot. That's the election where UNCERTIFIED machines were used! Lipari later voted NOT to certify these same machines at a closed-door meeting.

Maybe I've got "verified voting" all wrong, but I thought part of it was NOT TO USE UN-FUCKING-CERTIFIED MACHINES!

Then he said there should be "independent" counts of the paper ballots counted by scanners that displayed error messages in the 2010 primary. Does he have a problem with saying there should be HAND COUNTS, or what?

there are no ES&S DS200 in use in North Carllina.

Our law requires vendors to report problems with the voting machine or software,
and you know that would mean reporting all that is wrong with DS200
(that vendor worries we'd figure out)

3. It's also because NC has spent their HAVA money already.
Unless there's a HAVA II, I don't think anyone will want to spend any more money, do you?
