5. those are not access files
they may have been generated by access, but all the ones I looked at were either .htm's or .html's

Nothing unseemly.

That said, it's still rather frightening looking at the data paths provided.

I'm sure some of them have kept all of their web content on a separate machine from their actual count data... or at least a separate directory structure.

I'm also sure that some of them haven't, and have provided an excellent starting point for somebody to begin attempting exploits.

8. Yes, those are HTML files
But if they're using GEMS then they're storing their votes in Microsoft Access databases. Those HTML files were generated by GEMS from the content in the databases.

is on the line "Times Counted". I can't figure out what that is?? Anyone know.

What I did find interesting is I found two out of five I checked have incorrect totals. Check it out:

32. Possible write-ins
It's possible that the votes missing from your total were write-ins for candidates not on the official ballot -- its not implausible that out of 63,765 voters in one county, 51 (Less than 0.08%) registered protest votes by writing in names not on the ballot.

34. Perhaps, but doubtful...
I noticed on some of the other ones they displayed a line "Write-In" and included the number of votes.

I suppose that the "Write-In" line might be a configuration setting which would explain why some, but not all would show it. I doubt it, but I can see it might be feasible.

Any other ideas?

33. One thing I can tell you...
...from everything I've read about the software is that the code is absolutely horrific. Computer programmers literally find it laughable. Even the internal documents show that the software fails miserably and is full of bugs. Even keeping the fraud issue out of it, no way should this crap be used in our elections.

38. OK looking at North Carolina

and doing a last digit verification (adding up only the last column to see if a correct result occurred) you have to scroll all the way down to the results of Boards of Education before you find vote tallies that do not add up to 100%. It is very curious why only certain election categories have this anomaly and a large chunk do not.

I think write-in candidates can explain away much of the discrepancy, but why would they not include such an important category from the results?

Depending on how NC conducts its voting, I find the absence of over-votes interesting too.

42. the Montgomery NC results are odd
I know people keep brushing it aside by saying it's "dixiecrats" but I'm having a hard time understanding that a 46% lead for the Dem senator shrank to a 32% lead for Kerry.

They appear to have no registered voters in the 2004 general and primary elections. I find that...odd.

On edit: it appears they had a judicial election earlier this year with no registered voters, it wasn't a primary:
