Purpose: To act in the public interest to assist the Executive Director of the Election Assistance Commission. To review and approve draft documents that will form the bases for recommendations for future voluntary voting system guidelines.
The draft documents respond to tasks defined in resolutions passed at previous Technical Guideline Development Committee meetings. A preliminary agenda is available here.

Topics: Help America Vote Act requirements for technical guidance related to human factors and privacy; security and transparence; and core requirements and testing of voting systems. Preliminary material to be discussed at the meeting will be available for public review at this web site in early March.

Status: The meeting is open to the public. No registration fee is required. NIST security regulations require pre-registration by all attendees. On-line pre-registration is available here. Pre-registration closes March 22, 2006.

Summary: The Technical Guidelines Development Committee (the “Development Committee”) has scheduled a plenary meeting for March 29, 2006. The Development Committee was established to act in the public interest to assist the Executive Director of the Election Assistance Commission in the development of the voluntary voting system guidelines. Supplementary Information: For security reasons, no on-site registrations will be accepted for any conference held on NIST campuses and all attendees must be pre-registered. Photo identification must be presented at the main gate to be admitted to the conference. Foreign visitors must present a valid passport. Pre-registered attendees will receive a conference badge once they check in at the main gate security trailer. Attendees must wear their conference badge at all times while on the campus.

1. Wow! Talk about gubmint 'double speak'.

"To review and approve draft documents that will form the bases for recommendations for future voluntary voting system guidelines.

Voluntary guidelines are just that, "voluntary". They hold NO legal weight. Don't get me wrong, it's important to get the information about how best to protect our elections out there any way we can, but they should be codified as part of our laws, and not just be "voluntary guidelines". :crazy:

This reminds me of something I read on another web site.

"IMPORTANT NOTICE...FORTHCOMING...."

"We plan to meet next week to talk about planning a strategy session to
discuss the next step towards forming a consensus to start the development
of the rough draft for the implementation of our intention to develop a
plan."

2. NIST voluntary guidelines have legal weight , if STATES codify

in their state codes that those voluntary guidelines are mandatory. I think states have done just that, but don't know which ones off the top of my head. Need some help on that, someone.

3. Jim, I've wondered about that.

I recently heard that even after a state accepts the VVSG, they can and do decide to pick and choose among the requirements.

Could you guide me to the relevant law?
