The truth is Blackwell doesn't want African Americans voting at all if they are going to vote for democratic candidates. The reality of Blackwell's narrow interpretation of HAVA is that in Cincinnati 476 people who voted in the right polling location but the wrong table in a multiprecinct location DID NOT have their votes counted.

Ken Blackwell's Disgraceful Election Machinations


Every significant decision that Ohio Secretary of State Ken Blackwell made regarding the 2004 presidential election benefited George W. Bush. Blackwell was honorary co-chair of Bush's 2004 Ohio campaign and served as an election expert in the Florida fiasco that ensued after the 2000 campaign, spinning the Bush campaign's case to the media.
Perhaps the most contentious of Blackwell's pro-Bush decisions was his directive to county boards of election concerning provisional ballots.

Throughout the months leading up to the election, whenever Blackwell reached a fork in the road of election procedure and election law, he took the path that favored Bush. Unfortunately, due to Republican control of the Statehouse, it's almost certain that no serious, independent investigation of Blackwell's actions will ever be undertaken.

Democrats call on Blackwell to resign
By limiting where people can cast a ballot on Election Day and confusing county boards of election about the thickness of voter registration forms, Blackwell is creating barriers to eligible voters. Senate Democrats called for the resignation of Secretary of State Ken Blackwell, accusing him of trying to suppress the vote in Ohio.
