Are exit poll interviewers supposed to select only NEP-precinct voters?

Are exit poll interviewers supposed to select only NEP-precinct voters?
If an NEP precinct is in a multiple-precinct polling place, is the interviewer supposed to interview voters from the NEP precinct only?

Anecdotal evidence indicates that all precincts at the polling place are sampled.

I have tried to find the answer in the NEP pdf files. The best information I can find is the following, from page 35 of the E/M Report:

"Interviewing Rate is defined as the number of voters the interviewer counts in order to select voters to approach....The statistical bias gets worse as the Interviewing Rate increases. This occurs at polling places where a large number of people are voting, either because our sample precinct is large or because OTHER PRECINCTS in addition to our sample precinct may be voting at the SAME POLLING PLACE."

This indicates to me that voters from all of the precincts at the polling place are sampled.

(If the interviewer rejected the non-NEP-precinct voters, he/she would need to approach a very large number of people. An Interviewing Rate comparable to that for a single precinct polling place would be needed.)
