The Collector of Taxes manual used to contain such great pearls of wisdom as advice to staff not to open the post using razor blades (the thought had never occurred to me until I read it). We were always wondering when they were going to warn us not to wear plimsolls in the snow. In my day the old 1911 Official Secrets Act was still in full force and you could potentially get sent to the pokey for revealing what was on the Staff Canteen menu. Of course most civil service restaurants were privatised and then shut years ago so that problem no longer applies.
