TOLEDO, Ohio -- Ohio's Secretary of State is pledging an immediate appeal to a federal judge's ruling on a voting issue that could impact the presidential race.

In a victory for Ohio Democrats Thursday, a federal judge in Toledo ruled Ohio voters can cast ballots at the wrong polling place as long as they are in the county where they are registered.

U.S. District Judge James Carr ruled that Secretary of State Kenneth Blackwell can't enforce an earlier directive to poll workers not to let voters cast ballots if they are not at the proper polling place.

Blackwell called Carr's decision a misinterpretation of the federal act.

Ohio Democratic Party leader Dennis White said Blackwell should be encouraging voting, not discouraging it.

Democrats feared that more of their supporters would be turned away at the polls if they show up at the wrong voting place.
