"Annoying" someone anonymously on the internet now a federal crime

It's no joke. Last Thursday, President Bush signed into law a prohibition on posting annoying Web messages or sending annoying e-mail messages without disclosing your true identity.

1. Just a decade late. Can this apply retroactively to the smearing

of Clinton and Gore, Chelsea, Hillary?

Is someone keeping track of these hidden laws?

What can be done about their sliding it in practices? Most of us don't have a vote if we don't vote on paper (and I don't mean a receipt).

2. DU? Try any internet interaction

That if it was even possible to enforce to the letter, the internet would pretty much be no more. All web boards have people who "annoy" others in some way. Also all web boards would have to be shut down because of the "annoyance" factor along with all IM as you can "annoy" people that way.
