Branstad takes aim at public employee unions

Republican gubernatorial hopeful Terry Branstad is finally laying out part of his strategy to fulfill a campaign pledge to cut the size of government by 15 percent, and public employee benefits and salary will be a big part, The Des Moines Register reports.

Branstad said he will talk with public employee unions about changing the pay scale should he be elected this fall. His goal is to restrain the growth of public employee salaries. He also suggested requiring workers who now receive free health insurance to pay part of the cost.

Branstad had a rocky relationship with the state’s public employee unions during his four terms as governor. In the early 1990s, Branstad vetoed a salary bill that was negotiated with the unions. The workers had to sue the sitting governor to fulfill the wage contract they had bargained for with the state. The Iowa Supreme Court eventually ruled against Branstad.

Shortly before the GOP gubernatorial primary in June, Branstad told the Iowa Association of Business and Industry’s annual convention that labor’s legislative priorities — prevailing wage, choice of doctor, open-scope bargaining and fair share — are all dead once he is governor.

2. The Democrats in Iowa had an opportunity to implement these
but blew it or did very little and Culver let a bargaining bill die so what will be the diff anyway? The fix was always in.
