No legal obstacles to Citgo fuel aid

HARTFORD — No legal roadblocks stand in the way of a plan to accept discounted Venezuelan oil to help low-income people in this state heat their homes, Connecticut Attorney General Richard Blumenthal ruled Monday.

Blumenthal did acknowledge the controversial nature of the offer by leftist Venezuelan President Hugo Chavez to provide cheap oil to America’s poor through Citgo, a subsidiary of Venezuela’s national oil company.

"As a matter of policy or political perspective, there may be sound reason to have reservations about the source of this assistance—a company effectively owned by a foreign government that may have questionable policies or motives," Blumenthal said in his letter to Rell.

"There is also sound reason to be critical of Congress, whose ill-advised neglect makes this assistance necessary," Blumenthal added, referring to a controversial cutback in federal funding for low-income heating aid this winter.
