A Los Angeles restaurant owner has been cited for multiple labor law violations and ordered to close until he obtains workers' compensation insurance, the Economic and Employment Enforcement Coalition announced today.

Julio Cesar Cervantes, the owner of El Bucanero, a seafood restaurant with two locations in Los Angeles, received citations for more than $130,000 for various violations, including $85,750 for paying his 10 employees in cash without itemized wage deduction statements or pay stubs, according to David Dorame, the coalition's executive director.

Cervantes was also cited for failing to carry workers' compensation insurance, which carried a $10,000 penalty. Cervantes was issued a stop work order for not having workers compensation insurance and told that he could not operate with employee labor.

A re-inspection today found that he was still operating his business. Cervantes was ordered to send employees home until the business proves an active policy is in place to cover workers, Dorame said.

This is a win for workers. Even after the first order, he was open for business.
