Was that a highball that W had in his podium?
Sorry for yet another debate thread but near the end the camera caught W actually tipping his head back and downing the rest of the "water" in what looked like a highball glass.

He then reached back down to get another glass just like it.

Well it was past his "bedtime"...er....when he "retires to the living quarters"
