Had to dig through, but I think I found it...

Page 268, Health Coverage Participation Requirements:

From what I can tell from a first reading, the public health care option will be offered by employers alongside other health insurance coverage plans. The Employee elects which plan to be enrolled in, and then employer and employee make contributions either to the private insurance plan, or the new public health care option.

I think that is a a good solution; I like it!
