Imagine if we had to produce driver's license exam results every time we were stopped...
*Cop peers suspiciously at Driver's License*

"Excuse me, ma'am, we'll need to see the signed grading sheet from your tester to verify that you're in fact legally permitted to drive..."

Any cops want to troll the roadways around Orly's house?

The COLB is an official government document that can be given in lieu of the actual original paperwork. Just like a driver's license.
