Cheney should be investigated for claiming he wasn't part of the executive branch so he could avoid turning over his records to National Archives!!!

1. Actually he was applying the "Cheney" principle...

which is the political analog to the Heisenberg principle...

in the Cheney Principle, the Vice President occupies one of two possible branches but you can never determine which one because attempting to investigate the branch that you believe VP to be presently a part of will cause the VP to change branches to an unexamined branch.
