Everybody who knows anything about the military knows commanding officers keep personal files on the officers who work for them as standard procedure. When documenting performance of personnel, one copy goes to Washington D.C., one to the officer being evaluated, and a copy to commanding officer's record. Don't let the conservative noise machine muddy the waters!
