Today I voted absentee ballot in Missouri and had to wait one hour

Today I voted absentee ballot in Missouri and had to wait one hour
in line. Everyone was grinning and happy and so overly polite to each other...It was a great feeling. Of course, i'm assuming most were there to vote for Obama.

I was wrong 4 years ago (but there wasn't much absentee ballot voting happening that year. There was a line for another hour after I got done at 4:36 and they close at 5:00.

1. Why would absentees have to stand in line??
Here in CA absentees receive their ballots by mail and can return them by mail.
