To scam someone by deliberately causing a scene in which you appear to be a victim.

Named after republican activist Phil Parlock, who, with his children, had protest signs ripped up at democratic rallies in 2004, 2000, and 1996 - each time with the same AP photographer positioned to take photos as it happened.
I didn't realise he was an activist, I was totally Parlocked!
