Just my humble opinion, of course, but some things come immediately to mind that could be determinants.
A Few Facts:
(1) The American people in their ignorance think Bush is better/stronger on the issue of Terrorism.
(2) Kerry's positions on the Iraq war are very close to being "me too," especially his statement that he would still authorize an invasion knowing what is known today (no WMD). He is painted himself into a corner and if he deviates he'll get killed with yet another Flip Flop.
Somehow this has to be the spearhead of the Kerry attack to expose Bush for what he is: Like the fairy tale, "The Emperor's New Clothes."
It seems to me that Kerry and Company have to combine the issues of homeland security, terrorism, and Iraq as tightly as possible. It should be difficult as long as everyone on the team is on the same page.
They must be approached and discussed as integrated issues inseparable from one another albeit distinct from each other in certain properties. No longer should be be separated and the candidate and his team must discuss them as one issue and prevent Bush from trying to separate same.
