4 years ago, with a Republican Congress, his stunt would have worked, big time. The whole situation could have been gamed to make him look like he came out on top.

However, this time it is an unpopular President from an unpopular party with unpopular Wall Street types grovelling to a Democratic Congress for some cauterization to the deep gushing wound they created. There's just no way McCain can come in from the "deregulation wing of the party" and jerry-rig this to make it look like his doing. Also, there's just too much money to lose for the MONEY Republicans to let McCain get away with too much bullshit.
