(For anyone who doesn't know, Ronald Reagan was an actor, before he was governor of California, and then president. And, BTW, the current governor of California, Arnold Schwarteneggar, was a weight lifter, and then an actor.)

I did an "ABD" (All But Dissertation) in social sciences - that means I did all the course work for a Ph. D., wrote a Master's Thesis (and was a Teaching Fellow for 3 years). Facing the unpleasant reality that there were no teaching/tenure track jobs in my area - I cut my losses by not spending another couple of years expanding my master's thesis into a doctoral dissertation - my department liked to keep the PhD candidates spinning their wheels for 10 years on average because they provided cheap teaching for the undergrads.

I switched to law school and felt I learned as much substantive material in the first year of law school as in my three years of coursework on the Ph.D. By competing in the Jessup International Moot Court competition, I wrote several papers which were much more complex and difficult than my master's thesis. And the testing in law school was "blind", i.e., each student was randomly assigned a number known only to the registrar, so the professors had no idea whose papers they were grading and there could be no favoritism shown to suckups or legacies.

That said, the quality of the law degree depends on the quality of the law school. While everyone has to cram to pass their bar exams, the bar measures only book knowledge. The better law schools have the better professors, specialized law clinics, , moot court competitions, judicial internships and clerkships, specialized courses, etc. Those top professors and advisors teach their students to see all sides of an issue, to anticipate weaknesses in their own positions, to spot the weaknesses in the other side's arguments, and to present their cases forcefully and persuasively. Obama's alma mater, Harvard Law, is and always has been number one. To be elected Editor of the Harvard Law Review is the highest honor for an American law student. That's why Barack had over 600 law firms interested in hiring him.

Should McCain win this election, and die in office, which is likely, we get a person who was governor for less than 2 years.
City government does not count as experience unless you are talking about corruption training because I think the most corrupt form of government is the local level. Talk about cronyism, the only reason most people run for city council or mayor is to get something done that benefits only them or their friends.
