Crowds are arriving for Obama's speech (Webcam)
I have found a webcam that shows the Victory Column in the far horizon and of course the Brandenburg Gate.

It looks to me there is a good size crowd there already.

5. Not sure whats happening to these times listed on pictures
Both webcams are from different sources yet they both say its 4pm local time. I would doubt it that these were from 1 hour ago.
