10. That's not how it works

If politics was about the truth of charges there would be no swift boat ads in the first place.

Kerry is making this an issue so that it will be an issue, and that's good politics. Now that it's an issue the press will dig into it. Even if Bush is "exonerated" the point is to get the press digging into the repub attack machine; a machine that is disgusting to ordinary voters whether it's narrowly legal or not. This will lead to lots of stories reminding McCain supporters what Bush did to their guy, etc.
